- Definition: Establishing communication channels and stakeholder involvement defining objectives and boundaries for all activities; outlining scope (including decommissioning and restart activities)l and planning initial resources.
- Planning: Understanding tasks, establishing accountability and timeline; developing balanced metrics; and aligning current business processes.
